The WaterWeb Consortium was created at the First Water Information Summit ("Water on the Web") in Fort Lauderdale, Florida on October 23-24, 1998. The "Water on the Web Network" was conceived as an open, collaborative network of web site operators and users of information. Generally, these organizations and individuals have an interest in water and land management, water and water-related information, and the Internet. An Advisory Council was established at this first meeting to guide the operation of the "Water on the Web Network." The name of the network was later changed to the "WaterWeb Consortium."

The Consortium has been in existence for two years and has grown dramatically. Because of this growth and the level of interest generated in the topic from around the world, it would be prudent to establish a set of operating rules for the Consortium in terms of its leadership and decision making processes. All members of the Consortium are invited to participate in these discussions.
